To start with, ensure you yourself are calm before you help out a victim. Do not try to calm someone when you are not calm yourself. Never show instability to a person that's having a panic attack. Try to keep them focused and relax. Talk them through their displacement and try to relax them. Keep their eyes away from a busy view as a busy view triggers more instability in the person's brain.

If they allow you, make physical contact. Rub their shoulder or hold their hands. Do anything to make them feel relaxed. Also, never yell at a panicking person.
